After a train crash in Russia which results in a nuclear explosion, Dr. Julia Kelly works out that it was no accident. Special Forces Intelligence Officer Colonel Thomas Devoe is summoned to investigate. They learn that the instigators of the train crash into each other had sold a bomb to a terrorists. Devoe and Kelly set out to find them before they detonate the bomb in the US.
